The collection of the predial is the only way that the municipalities have to obtain their own resources, so the lack of updating of the registration and cadastre system prevents them from obtaining sufficient funds to provide basic urban services to their population, said the head of the Secretariat of Agrarian, Territorial and Urban Development (Sedatu), Román Meyer Falcón.
That is a problem. The only way to obtain resources from the municipalities is the predial. The basis for this is the cadastres, and if they are not updated to calculate (how much to charge citizens), it becomes a vicious circle. As long as they are not updated, the authorities cannot provide basic services to their entities
the official pointed out.
In interview with the dayafter the appearance that he had the previous Wednesday in the Chamber of Deputies, Meyer indicated that the current government has begun to intervene in the resolution of this problem with a little
program of 90 million pesos, thanks to which in the last four years the states and municipalities have increased their collection by some 1.1 billion pesos.
On the other hand, the secretary stressed that in the meeting with the legislators one of the issues that stood out the most was that of the National Housing Program, thanks to which they have managed to reduce the cases of housing backlogs by almost one million, that is, the use of precarious materials in the construction of houses, the lack of toilets or the overcrowding of its inhabitants.
Meyer highlighted that from 2018 to 2020 only two indicators of deprivation at the national level decreased, both related to the quality of housing, and emphasized that the majority of the population needs to improve or expand the places where they already live, rather than buy new houses. .
Another of the data that he presented to the deputies, he indicated, is that now the Infonavit credits can be used to buy land –not just houses already built–, as well as to improve the conditions of the houses that the insured already have, as part of a credit and subsidies flexibility policy
.
The official pointed out that the vast majority of people who build their own homes do so in informal settlements, so in collaboration with the National Institute of Sustainable Land, Sedatu has worked to regularize more than 30,000 deeds nationwide.
On the other hand, Meyer recalled that the federal government and those of the 32 states of the Republic have to intensify the process of updating local regulations on road safety and mobility issues, since the deadline to do so and comply with the general law in the matter is March 2023.
