LIMA, Peru – The Ministry of Finance and Prices (MFP) in Cuba approved the exemption from paying personal income tax for up to eight years for natural persons who carry out economic activities and invest in renewable energy systems for the development of their activity.
A report from the state-run Canal Caribe indicates that the MFP adopted the measure on February 10 and it was established this Thursday in the Resolution 41/2026 of the official body.
“The decision applies to self-employed workers, farmers, artists or intellectuals, among other figures, who are taxpayers and make investments in clean energy systems,” he reported. on Facebook the ruling party journalist Lázaro Manuel Alonso.
According to the reporter, the measure “responds to the need to advance the transformation of the national energy matrix” and extends the tax benefit to private economic actors who did not yet receive it.
Likewise, the rule will allow exemption from Personal Income Tax or Profits Tax during the period necessary to recover the investment, with a maximum limit of eight years. The benefit will be granted on a case-by-case basis, depending on the amount invested and the approved recovery time.
To access the exemption, applicants must present an energy opinion that certifies the operation of the installed system and process the application before the National Tax Administration Office (ONAT), which may revoke the incentive if non-compliance is detected.
The rule also expands tariff exemptions for the import of renewable energy equipment – such as solar systems, wind turbines, biodigesters and photovoltaic pumps – including their components. In the case of natural persons, these goods will not count within the limit allowed for non-commercial imports, as long as they are declared separately and comply with current technical controls.
Furthermore, the resolution establishes that these technologies must be marketed at cost-based prices and with limited profit margins, excluding electric vehicles and their parts from this scheme.
The provision also contemplates that the installed systems can inject electricity into the National Electroenergy System, which enables connection schemes to the public network in the midst of the existing energy crisis on the Island.
The measure comes in the midst of a critical fuel shortage within the Island that has paralyzed much of life in the country. In that sense, the rule is part of the contingency plan activated by the Castro government to try to survive without imported oil.
Small companies begin to import fuel
Small private Cuban companies have begun to directly import fuel, while international companies based in Cuba are also studying this route, as reported by EFE.

According to several sources cited by EFE, the Cuban Government held meetings in recent days with local entrepreneurs and foreign businessmen to explain how this management could be implemented, at a time when “economic and social paralysis” is advancing on the Island.
These meetings would seek to specify the announcement made in November by the Minister of Foreign Trade and Foreign Investment, Óscar Pérez-Oliva Fragawho said that “shortly” foreign and mixed companies would be allowed to import their own fuel when “necessary.”
