It began in the center of Lima, on Friday, in full citizen mobilization. The collection of signatures for the demand for unconstitutionality of the norm approved by Congress against the quality of university education it is already a reality. The objective: five thousand signatures to reach the constitutional Court (CT).
The ex-president Francisco Sagasti yesterday joined the initiative. He did it from the RPP booths and urged everyone to join. “It seems to me the least that citizens should do to clearly protect the quality of higher education,” he emphasized, while stamping his signature on a spreadsheet.
The former president addressed the Legislature by stating: “Please let these congressmen understand that there is a citizen reaction against this.”
On the same Friday, the current congresswoman and former Minister of Education Flor Pablo Medina, the former legislator Gino Costa, and yesterday the Cusco parliamentarian Ruth Luque Ibarra did the same.
Reasons to sign
On May 4, Congress approved, in a second vote, the counter-reform that weakens the National Superintendence of Higher University Education (Sunedu).
Voted for this counter-reform mainly the groups of Fuerza Popular, Free Peru, Popular Action and Popular Renewal (68 votes).
One of the main changes is that the board of directors of this entity would now be made up of representatives of the universities. In other words, the subjects of control over educational quality intend to act as judge and jury.
From the Educational Forum they warn that this change generates a conflict of interest and threatens the “necessary independence and autonomy” that Sunedu requires.
They also specify that the autograph of the law approved by the Congress removes the Ministry of Education as the governing body of the educational system.
Another impact is related to the elimination of Sunedu’s powers for the licensing of specific programs such as “medicine and health sciences”. This puts at risk the quality of medical training in the country.
Although the president peter castle has advanced that it will observe the norm, nothing prevents Congress from enacting it by insistence.
The constitutionalist Luciano López, who participates in the drafting of the citizen demand, in a recent meeting with journalists, He explained that the TC has already ruled twice on the subject.
In one sentence, even pronounced on the need for the creation in the country of an entity such as Sunedu, when the system was governed only by the National Assembly of Rectors (ANR).
In his opinion, the new TC will have to ratify this position, when the demand with the five thousand signatures is formally presented.
Severo Cuba, president of the Educational Forum, specified that the forms delivered by the TC are only in physical format. That is, there is no option of a digital format for internet download. Each form has a code and interested persons and organizations must request it for delivery.
The specialist reported that so far Five regions have already joined the campaign: Apurímac, Ayacucho, Junín, San Martín and Piura. And it is only the beginning.
