The Minister of Education, Victor Godoy, said today (06) that the university budget and federal institutes will not be affected by the measure that temporarily limited the amount allocated to these institutions. 
In an interview with the program The Voice of Brazil this Thursday, the minister clarified that there was no cut in the higher education budget. “Imagine that a federal university has R$ 1 million to spend until the end of the year. What happens is that she will not be able to spend all the money in October, she will have to divide this expense into October, November and December”, exemplified Godoy.. ”So there was a limitation in this movement, but the amount is guaranteed”.
According to the minister, this is a common movement, made to comply with the Fiscal Responsibility Law. “We have a collection forecast and a fixed expenditure and during the year we follow up so that we don’t spend much more than we collect”, he explained. He pointed out that the dean who has a specific situation that needs to exceed the limit, can look for the MEC, which will have the situation taken to the Ministry of Economy.
Budget
According to the minister, between 2021 and 2022 there was an increase of almost R$ 930 million in the budget of universities and federal institutes. “This resulted in a 10% increase for universities and a 20% increase for institutes”.
Economy
Godoy says that this increase in the budget is due to greater efficiency in spending, for example, there was a saving of R$ 300 million in the execution of the National High School Exam.
Another sector that managed to increase funds was the permanence allowance, which in 2020 and 2021 had lost revenue, reaching around R$800 million, but in 2022 it returned to the amount of 2019, of more than R$1 billion. “We were able to restore this amount to ensure that these students have the support to continue at the university”.

This year, the exam has 3.4 million students enrolled, about 60% were exempt from the registration fee. ”We already have the printed proofs”. The tests will be on November 13 and 20, and the reapplication, for cases of students who cannot take the test due to problems foreseen in the public notice, will be January 10 and 11.
Literate Brazil Program
The minister also spoke at the program about the restructuring of the Literate Brazil Program, in which volunteers teach literacy and basic mathematics to people who are not in formal education. Volunteers undergo a training course from the Ministry of Education and receive a grant of R$ 1,100.
