On June 26, the National Council of Universities (CNU) announced the prohibition of entry tests at public universities. The decision put in public discussion the management of the autonomy of higher education institutions
The Vice Chancellor of the Central University of Venezuela (UCV), María Fatima Garcés, announced the installation of a work table with the Ministry of Education to discuss the various modalities of entry of new students to public universities.
In an interview in Unión Radio, Garcés reported that the Ministry convened at 175 universities to discuss and agree “among all” the forms of income.
On June 26, the National Council of Universities (CNU) announced the prohibition of entry tests in public universities, a decision that put in public discussion the management of the autonomy of higher education institutions.
This Friday, Garcés said that about 70% of the students enter the University for the assignment of OPSU quotas and the rest does so through sport, culture, agreements with diplomats and the internal test of Simadi.
«This week the test ended and next week they give the results. In this test, 22,000 students were registered, which means that people want to study at the Central University of Venezuela, ”he said.

On July 3, the University Council of the Central University of Venezuela (UCV) reported that despite the measure announced by the CNU, they would continue with the second phase of the entrance system due to academic merit and integral diagnosis (Simadi) for this 2025; that is to say that internal tests would be maintained.
The UCV justified its decision in article 109 of the Constitution, which guarantees university autonomy, and in article 26 of the Law of Universities, which establishes the power of institutions to organize their admission processes according to academic criteria.
The University of Los Andes (ULA) also rejected the measure announced by the Ministry of Education. “The ULA does not accept the elimination of internal admission tests; a measure imposed that threatens university autonomy. This affects justice and equity in income. Eliminating internal evidence means losing a mechanism that measures merit and effort,” he said in a statement.
