The federal and Federal District governments signed today (25) an agreement to regularize the Vicente Pires region, in the DF. According to the Federal District government, the measure should benefit 22,000 families. Part of the regularization are Fazenda Brejo or Torto (Vicente Pires), Fazenda Contagem de São João, Fazenda Sálvia and Fazenda Sobradinho.
The agreement provides that Companhia Imobiliária de Brasília (Terracap), a state-owned company in the Federal District, will transfer to the Federal Government amounts related to interest on equity and dividends arising from the Federal Government’s participation in the company. Due to litigation, the amounts were no longer paid. The conciliation term signed this Friday ends a conflict that dates back to the 1970s.
With the future regularization, families that receive up to five minimum wages will be able to receive the title of title to the area free of charge. Families earning more than that will be able to purchase land at discounts and under special conditions.
The DF has several residential neighborhoods pending regularization. Some are Union lands, such as the Vicente Pires region. Other locations are private lands that were subject to double sales, as is the case of condominiums in Sobradinho II. Residents of the region accuse the company that claims to have rights over the area of participation in a land grabbing scheme. In this case, the solution must go through actions that run in court.
Optimism in the economy
In a speech during the ceremony, the Minister of Economy, Paulo Guedes, said that the fall of the dollar and the private investments that will come from concessions and privatizations guarantee the growth of the economy. “Brazil fell less, came back faster and is in a position to launch growth. It is absolutely guaranteed that the country will grow,” he declared.
The minister again repeated estimates that Brazil has R$ 1 trillion in private investment to receive in the coming years. “With more than BRL 1 trillion in investments and the dollar below BRL 5, there are more than US$ 200 billion in the next 10 years. These are two Marshall plans that Brazil already has, despite all the turmoil,” he said. The Marshall Plan was the recovery plan for the European economy after World War II, financed by the United States.
Regarding land tenure regularization in Union areas, Guedes said that the transfer of property rights to residents of irregularly occupied areas would inject up to R$ 1 trillion into the economy. “If the government has land in large urban centers, why not transfer it to low-income citizens?”, he asked.
The minister once again defended the creation of a fund to fight poverty with resources from privatization and the sale of Union properties. Last year, the idea even appeared in the proposed amendment to the Constitution that divided the precatories in installments, but was withdrawn from the text by Congress.
