UNGRD case: Director of Civil Service allegedly asked for bribes of 7%

In the middle of the hearing of the request for a precautionary measure against Olmedo Lopez, Sneyder Pinilla and Luis Eduardo Lopez Roserothe Attorney General’s Office revealed more details regarding the multi-million dollar contracts involved in the alleged corruption case of the National Risk Management Unit (UNGRD).

The prosecuting body announced that ‘Bribes’ were presented to public servants for $6.342 million. In this sense, the bribes were distributed as follows: $1 billion to Pedro Rodríguez Melo, former legal advisor to Olmedo López; $3 billion to Iván Name, former president of the Senate; $1 billion to Andrés Calle, former president of the House of Representatives; $342 million to Sneyder Pinilla and $724 million to Olmedo López.

During the day, the Prosecutor’s Office also mentioned other 21 supply orders totaling $228.444 million and which were awarded by UNGRD during the administration of López and Pinilla, who at the time served as director and deputy director of the entity, respectively.

The orders include six contracts for $108 million; seven contracts for $96.347 million that were executed with funds from an agreement with the National Land Agency (ANT), and eight contracts for $24.238 million that would have been directed to two companies owned by friends of the accused Sneyder Pinilla.

Contracts for $96.347 million

The agreements valued at this amount were allegedly directed by César Manrique Soacha, director of the Administrative Department of Public Function.

According to the deputy prosecutor María Cristina Patiño, Manrique together with his supposed ‘political godson’, Luis Carlos Barreto Gantiva, managed the “transfer of $100 billion from a contract with the National Land Agency and in exchange Olmedo López allowed them to direct contracts for desalination plants, storage plants, mills, ponds, tank trucks, and underground wells, in exchange for bribes.”

Along the same lines, the prosecutor pointed out that López and Manrique They carried out the apparent payment of bribes to achieve the transfer of ANT resources and a bribe of 7% of the contracts was agreed upon.

“Sneyder and Olmedo were interested in the reduced resources of the ANT, they directed them to Luis Carlos Barreto, who together with César Manrique Soacha, would obtain the contractors in exchange for a bribe equivalent to 7% of the value of each contract for Olmedo López, who in turn would share it with Sneyder Pinilla and the other UNGRD officials who participated in the processing of the illegal action,” Indian.

The contracts

The agreements that designate the director of Public Function and that relate to the alleged payment of bribes include:

Contract for $29 billion for the purchase of tank trucks was signed with the Joint Corporation for Sustainability and Social Development Yapurutú.

Contract for $42.426 million for the acquisition of desalination plants signed with the Uribia 2023 Desalination Plants Consortium.

Supervision contract for the desalination plants contract for $2.547 million with the firm Siloh Group SAS.

Contract for the repowering of aero-desalination plants for La Guajira for $11,199 million signed with the firm ACF Ingeniería SAS.

Contract for the execution of emergency works for the construction of bases to install 5,000-liter storage tanks for the municipalities of Maicao, Manaure and Uribia. Signed for $6.555 million with the Temporary Union Bases of La Guajira.

Contract for the maintenance of underground wells for the municipality of Maicao for $4,351 million with the firm Tecnoaguas SAS.

Contract for technical, administrative and financial supervision of the other contract on underground wells. $261 million with Grupo Consultor e Ingenieros SAS.
