“There are reforms in every government and all institutions have to adapt to provide better services to citizens.” With this phrase, the Undersecretary of the Interior Manuel Monsalve announced that he has held meetings to promote a reform of the police.
Undersecretary Monsalve’s statements come after a student was shot during a march called by Confech, in which they asked to increase the amount of the Food Scholarship for Higher Education (BAES).

The government official explained that in terms of security, the reform of the uniformed police institution “is a task that we are going to do together with Carabineros de Chile and therefore that is the government’s policy and that is the policy that I reiterate today day”. The emphasis of the head of the Undersecretary of the Interior was due to the fact that yesterday – after the incident in the Confech march – the Minister of National Assets, Javiera Toro, said on social networks that “refounding Carabineros is a priority of our Government.”
Manuel Monsalve, who came out to settle the issue of whether it is refoundation or reformulation from La Araucanía —where the State of Exception was put to an end— pointed out that “short-term tasks must be differentiated from medium- and long-term tasks.” The authority in charge of the relationship with both police institutions advanced in this sense that “this is being worked on, we have had meetings with Carabineros de Chile regarding a police reform, we are also talking with the PDI, and the reforms are typical of all processes.
“In addition to (determining) individual responsibilities, refounding Carabineros is a priority of our Government,” said Minister Toro, along with qualifying as a “very serious” fact that a young man was shot by a police officer in the middle of a student demonstration in Santiago Center.
It is worth mentioning that the idea of reforming the police has been part of the discourse of both the spokesperson for La Moneda, Camila Vallejo, and President Gabriel Boric, since their arrival in La Moneda on March 11, 2022.
