Last Friday, February 11, Gilberto Fleitas, the new commander of the National Police, gave a present to Sandra Quiñónez, State Attorney General. In contact with the press, the highest police authority argued that it is only a recognition of the outstanding work of some prosecutors.
What is striking is that on February 3, Arnaldo Giuzzio, Minister of the Interior, filed a complaint about cigarette trafficking with Seprelad and not with the Prosecutor’s Office. With this, the Secretary of State wanted to convey the distrust that exists for Quiñónez’s management.

Carlos Peris, a sociologist, affirms that the National Constitution and the bodies that legislate the National Police say that the institution is not deliberative. In other words, it should only serve as a tool to provide society with internal security.
“The police is an institution that follows orders. The first issue that the image shows me (of Fleitas with Quiñónez) is that the police are exceeding their deliberative limits. It is not complying with the norms that they establish within the institution”, he expressed.
Peris affirms that, with this, the Police acts as a group of power, that is, it has its intentions, supports and transmits clear messages to the State Attorney General’s Office.
“The photo is a symbolism that the Police is deliberate in failing to comply with what is established within the norm. It has its own interests, it has its own parties, it plays its own game and therefore it acts from that question”, he affirmed.
The analyst explains that the commander of the National Police is expected to respond to the Executive. But in the face of this situation, the citizenry is left in bewilderment.
“Orders that are not followed, arms down and more, mainly affect society. We must purge the National Police, constant training and control them with counterintelligence, “she concluded.

Hugo Pereira, professor and researcher at the National University of Asunción (UNA), expressed for his part that this demonstrates the great institutional weakness that our country is going through.
“The Minister of the Interior, due to the distrust that exists before the Public Ministry, makes the complaint to Seprelad. The commander after that episode, ends up giving an award to the state attorney general. It is clearly to question the Secretary of State, ”he said.
The analyst explains that the commander of the National Police was expected to respond to the Executive. But in the face of this situation, the citizenry is left in bewilderment.
“The institutional framework must be managed with greater professionalism. Because the decisions that are made must be centered on society and not on petty interests. While all this is happening there is a situation of insecurity, mistrust and serious issues such as criminality”, he concluded.
The same day that Giuzzio denounced Cartes for cigarette trafficking, Gilberto Fleitas was appointed as the new commander of the National Police. This, in replacement of Luis Arias, after the attack produced at the Ja’umina Fest festival in San Bernardino.
