However, the Mexican State did not detail the results of the investigations initiated by the Attorney General’s Office (FGR) for these facts, nor the advances in the identification and sanction of those responsible.

The Government acknowledged that the judicialization of crimes against migrants is low in the country. From 2019 to 2025, 53 sentences were issued, 10 of them absolute. While from 2018 to 2023 15 convictions were issued for forced disappearances, although without specifying whether the victims were migrants.

According to organizations, the UN Committee showed its concern about the effects of the militarization of immigration control, with cases of migrant murders at the hands of the armed forces.

The Mexican government was also pointed out by not adopting policies to avoid the repetition of serious violations of the human rights of migrants, or to prevent extortion, kidnappings and trafficking, crimes of those who are usually victims.

Other serious cases for which Mexico was questioned were the massacre of 17 migrants in Camargo, Tamaulipas, in 2021; The murder of Cuban Cristobal Cobreiro at the hands of the National Guard that same year, in Chiapas; The murder of Victoria Salazar, originally from El Salvador, by municipal police of Quintana Roo, and the fire of the migratory stay of Ciudad Juárez Chihuahua, in 2023.

Among the associations presented by Mexico’s earrings regarding migrants disappearance, and who also sent shadow reports to the committee, are Foundation for Justice, the Women’s Institute in Migration, Without Borders, Fray Matías Matías Human Rights Center, Asylum Access and the working group on immigration policy.
