UN recriminates Colombia for few advances in implementation of peace agreements

The special representative of the UN Secretary General in Colombia, Carlos Ruiz Massieu, recriminated on Tuesday, April 22 to the Andean country for not having advanced in a better implementation of the 2016 peace agreements, which would have avoided the resurgence of the internal armed conflict since January.

“If the agreement had been implemented more deeply in the last eight years, we would not have situations such as those lived today in the Catatumbo or Cauca,” said Massieu, who distributed responsibility among the executives of Juan Manuel Santos (2010-2018), Iván Duque (2018-2022) and that of Gustavo Petro (since 2022).

The UN Special Representative in Colombia insisted, during a session that each quarter the Security Council dedicates to the peace agreements, in which “trust” that from the house of Nariño he “continues to work in cooperation with the other party (the FARC)” to move towards the end of the conflict.

Displaced by conflict

Due to the armed conflict in the Catatumbo, by March 19, the number of displaced was located in 60 thousand people, according to Bulletin 55 disseminated by the Government of Norte de Santander.

The document also reported the number of homicides in the region, which amounted to 88, of which six were peace signers, three social leaders, four minors and 75 individuals.

Of the 59,335 displaced, Cúcuta has received the majority: 30,319 followed by Ocaña with 12,081. The rest arrived in other cities in the border department, said the newspaper La Nación on March 21.

Colombia asks for support and the US claims to be cautious

During this Tuesday’s session on the Security Council, the Colombian Chancellor, Laura Sarabia, requested support from the international community so that they do not “release their hands”, because with their “help” they can get “Colombia to strengthen as a true peace laboratory for the entire world,” said the Minister of Foreign Affairs.

For its part, the US warned Colombia that it remains “cautious” about the “government negotiations (Colombian) with terrorist organizations,” referring to the FARC and the ELN, which “have not demonstrated their commitment to lasting peace.”

“The US is determined to avoid the impunity of terrorist acts committed by illegal armed groups (…) we will continue to closely monitor the process and the effectiveness of the agreements,” said John Kelley, US -acting representative for the UN for the UN.
