UN High Commissioner for Human Rights regrets enactment of law on crimes against humanity

The UN High Commissioner for Human Rights, Volker Türk, regrets that Peru has enacted the law establishing the statute of limitations for war crimes and crimes against humanity committed before July 1, 2002.

Türk said that the law on crimes against humanity is a serious violation of international law, since crimes against humanity and war crimes should not be subject to statutes of limitations or amnesties. The act was described as a worrying setback in terms of human rights and the rule of law in the country.

The law endangers the rights to truth, justice, reparation and guarantees, because those responsible will not be held accountable for these crimes. In short, it endangers the non-repetition of thousands of victims of serious violations in Peru.
