It is the Minister of Education, Rosendo Serna, and the leader of Energy and Mines, Carlos Palacios, who reported that Oscar Graham abstained from voting in favor of the project promoted by the Executive to change the Constitution.
The first to speak was Carlos Palacios, who mentioned that in the session of the Council of Ministers all the members of the cabinet agreed with the initiative, except for the head of Economy and Finance.

“We all agreed, except for one of which there was an abstention. It was the Economics (Oscar Graham). I left quickly because I was with the ticket. I can only tell you that when there was a vote, one abstained and then it was approved. I went on a trip and that is what I can tell you so far”, Carlos Palacios pointed out.
In this current, the Minister of Education, Rosendo Serna, confirmed what was said by the Minister Carlos Palacios (Energy and Mines). Serna indicated that although oscar graham abstained from voting, it does not mean that he is against the Executive’s project.
“I respect personal opinion. The underlying problem is the initiative that has been presented. The Minister of Economy abstained from voting, but he agrees with the substance of the matter (election of a constituent assembly for the elaboration of a new constitution), because he has raised this situation with us, ”said the Minister of Education.
