Of 66 candidates for the Ombudsman who reached the stage of meeting the requirements, 16 have already passed the interview phase that will begin on Saturday in the city of La Paz. THE DUTY acceded to the provisional list and in which it can be observed that two of the candidates got a perfect score and both were linked to international organizations.
The qualification of the requirements is based on the fulfillment of 10 requirements that they have to do with the merits, professional capacity and trajectory in the defense of human rights. The candidates Luisa Antonia Chipana Ubaras and Pedro Francisco Callisaya Aro were the only ones who met all the requirements.
Two other candidates Marco Antonio Loayza Cossío and Jafeth Esteban Mamani Yanarico they met nine of the ten requirements established in the selection regulations; while three applicants, Rimmy Calle Choquecallata, Porfirio Machado Guisbert and Santiago Condori Apaza they met eight of the 10 requirements.
The rest of the nine candidates who are also qualified have between seven to six requirements methowever, they went on to the interview phase where they must answer questions from a battery prepared by the Executive Committee of the Bolivian University (CEUB).
The other nine qualifiers are: Lydia Apaza Quispe, Claudia Andrea Calvo Campos, Wilber Choque Cruz, Evelín Patricia Cossío Márquez, Rubén Julio Estrada Candia, Ramiro Leonardo Iquise Pally, Marcelino Marco Antonio Lucero León, Juan Patricio Quispe Mamani and Juan RevolloValencia.

In the case of Luisa Chipana Ubaras, she is a lawyer who in 2008 was director of the Penitentiary Regime in Pando; she then went to the Ombudsman’s Office, where she worked for five years; In 2015 he joined the United Nations Office on Drugs and Crime (Unodc, for its acronym in English), where he was working until December 2021.
Throughout his professional career, he specialized in conflict resolution and has a master’s degree in human rights. She presented certificates of at least 17 courses on the defense of human rights, rights in prisons and against violence against minors and women.
Pedro Callisaya Aro, is also a lawyer and it was dNational Director of Real Rights until February of this year; he before he served as Member of the Departmental Court of Justice of La Paz.
Between 2016 and 2017 it was Human Rights Specialist at the Office of the United Nations High Commissioner for Human Rights; while between 2010 and 2012 he was the National Head of the Ombudsman’s Citizen Services Unit.
The Leader and the Counselor
Is about Rimmy Calle Choquecallata, who is Vice President of the political commission of the Single Trade Union Confederation of Peasant Workers of Bolivia (Csutcb), his mandate began this year and will end in 2023.
Requirement 16 of the call approved by the Assembly states, “noor have been a leader of political organizations, candidate or candidate for elective positions in the last eight years”, however this applicant passed all the phases.
Between 2016 and 2018 he was secretary of the indigenous peoples in the Central Obrera Departamental de Orurofor that position should also be disqualified, but the legislators let those two data pass.
That same requirement on the 16th, it affects the candidate Wilber Choque Cruz, who was Counselor of the Council of the Judiciary until 2017, which should have disqualified him as a candidate, however, now he has passed six of the 10 requirements and will be in the interview phase.
