Two Cubans with criminal history arrest in the US: Will they be deported to a third country?

Andrés Guilarte y Osvaldo Rabiero-Álvarez, los dos cubanos arrestados

As with at least three Cuban citizens convicted in the US, the newly detained could be sent to a third country.

Miami, United States. – The United States Immigration and Customs Control Service (ICE) arrested this August 6 to two Cuban citizens with sentences for serious crimes, as part of an operation against foreigners in an irregular situation with severe criminal record.

The operation takes place in a context that, According to the Secretary of National Security, Kristi Noemis marked by “a 1000% increase in aggressions” against ICE agents.

The detainees were identified as Osvaldo Rabiero-Alvarez, convicted of aggravated aggression in Jefferson, Texas, and Andrés Guilarte County, convicted of cocaine trafficking and major motor vehicle robbery in Naples, Florida.

“Our brave forces of the ICE order now face a 1000% increase in aggressions against them while risking their lives to arrest the worst of the worst of illegal criminal foreigners,” Noem said in An official statement. “We will not allow, nor have we allowed, that this violence stops us or slows us,” he added.

In the same announcement, ICE indicated that citizens from other countries (China, Jamaica and El Salvador had been arrested with sentences for serious crimes.

Deportations to third countries: the probable destination of Cubans

It is likely that Rabiero-Alvarez and Guilarte will not be deported directly to Cuba, since the Havana regime has repeatedly rejected nationals with severe criminal history. Given these negatives, the United States government has chosen to send them to third countries, such as Esuatini either South Sudanwithin the framework of an increasingly strict immigration policy.

In July 2025, the Department of National Security (DHS) confirmed the deportation to Esuatini of a Cuban convicted of homicide in first degree and aggravated aggression. “These illegal criminal foreigners are so exceptionally barbarian that their countries of origin refused to accept them back,” said the DHS on that occasion.

Two months before, in May, two other Cubans-Arias-Hierro and José Manuel Rodríguez-Quiñones— had been sent to South Sudan. His background included homicide, armed handbug, kidnapping and attempted murder. “No country on Earth wanted to accept them, because their crimes are so monstrous and barbarians that they are unique,” said the DHS.
