Although the second half of the year is already underway, progress in budget execution remains slow. According to reports on the Ministry of Economy and Finance’s (MEF) “Friendly Consultation” portal, there are 12 ministries that, as of July 18, have not executed even 30% of the budget. budget allocated for investment projects.
The Development and Social Inclusion portfolio is the one with the lowest disbursement, with only 2.7% of the Modified Institutional Budget (PIM) which amounts to S/6,565,958. As can be seen, there are 15 projects in which the assigned amount would be distributed, of which only two have been 100% executed.
Meanwhile, the Ministry of Economy and Finance (MEF), the Ministry of Foreign Affairs and the Ministry of Labor and Employment Promotion also recorded disbursements that did not even reach 10%, with 3.9%, 4.1% and 8.7%, respectively.
For its part, the Ministry of the Interior, which has important projects such as those related to the installation of police services, construction of temporary care modules, and improvement of citizen security services, has only executed 16.9% of the more than S/300 million of PIM. As for Defense, its expenditure amounts to 17.5%; while that of Production, 19.7%; and that of Culture, 20%.
The Ministry of Housing, on the other hand, which has one of the highest PIMs for investment projects, with S/1,792,830,057, has only executed 23%. Here there are proposals for works to improve and expand the drinking water service where the execution is 0%.
The list of portfolios with spending less than 30% is completed by Environment, with 26.9%, Foreign Trade and Tourism with 29.3% and Health with 29.9%.
The Public Policy Manager of the Peruvian Institute of Economics (IPE), Víctor Fuentes, said that these delays are often related to problems in planning and articulating policies, projects and programs.
“This is also linked to the high turnover of public officials and low levels of training,” he added.
