TSJE will pay G. 10,000 million in impressions

The Superior Court of Electoral Justice (TSJE) awarded for G. 10,624 million the Call for Tenders 405,439 called “Hiring of Printing Services in the Framework of the National and Departmental Elections – Pluriannual 2022/2023”. For this tender, offers began to be received on Tuesday, April 26, 2022.

In the tender that is within the category “Technical Services” and eight companies were benefited. The procedure implemented to carry out the call for bids was a National Public Bidding (LPN).

STRIKING ASPECTS

One of the striking aspects is that in 2017, the Electoral Justice made a call for impressions for G. 19 billion. This occurred, as now, in the months before the presidential elections. The amount is almost double the current call. We communicated with Olavo Heikel, director of communications of the TSJE to have more details about this difference in amounts. He referred us to Christian Gamarra, director of political financing. This in turn, replied that he does not handle the issue. We tried to communicate with the director of the TSJE’s Procurement Operations Unit, but we were unable to find him through the low line either.

Compared to the last similar call, there were five companies that were awarded again. These are Frigon SA, Servipress, Graphic Arts Zamphiropolos SA, Agr. SA Graphic Services and Just in Time.

BENEFITED OFFERS

The call was submitted by 12 companies, of which 8 of them were ultimately suppliers of said tender. The same are; Frigon SA represented by Carlos Friedmann González for a value of G. 3,078 million with a participation of 28.97% of the total awarded.

Servipress represented by Eduardo Eulogio Veron Cardozo for a value of G. 2,396 million with a participation of 22.55% of the total awarded. Artes Gráficas Zamphiropolos SA represented by Susana Zamphiropolos, Christian Eulerich and Andrea Eulerich for a value of G. 2,314 million with a participation of 21.78% of the total awarded. La Republica SRL represented by Rodrigo Enrique Gabaglio and Sara Raquel Flores Mendoza for a value of G. 836 million with a participation of 7.86% of the total awarded. Talleres Gráficos Emasa SRL represented by Gustavo Morales Velilla for a value of G. 821 million with a participation of 7.73% of the total awarded. Agr SA Graphic Services represented by Cristina Elizabeth Morel de Riquelme and Nathalia Riquelme for a value of G. 634 million with a participation of 5.97% of the total awarded. Álamo SA represented by Daniel Maldonado and Ricardo Maldonado for a value of G. 361 million with a participation of 3.4% of the total awarded. And Just In Time SA represented by Manuel de Jesus Paredes Chaparro for a value of G. 185,000,000 with a participation of 1.74% of the total awarded.
