Tse highlights rapid counting in the midst of transparency demands

He Supreme Electoral Court (TSE) tested this Sunday the preliminary electoral results system (Sirepre) in the second national simulation, as part of the technical activities that seek to guarantee the reliability of the general elections of August 17. However, civic people request information on logistics, technical and technological aspects to guarantee transparency.

“Logistics, connectivity, technical support and operability of the Sirepre has been satisfactorily tested,” said TSE vowel, Nelly Arista.

According to Arista, 3,876 of the 5,527 electoral enclosures was able to simulate27,506 of the 34,026 voting tables and 6,309,364 of 7,567,207 people enabled. After 20:00, the processed results reached 65%, although the staff was reduced by half.

Verdators of the Electoral Observation Mission of the European Union and of the Organization of American States (OAS), and delegates of political organizations supervised the evidence.

The TSE reported that the percentage of transmission achieved by the Sirepre and the efficiency of the system was evaluated in operational conditions similar to the election day.

When the exercise was ending, the delegate of the Unit Alliance, Oscar Arrien, warned a lack of transparency, because they will not publish the photographs of the electoral acts in the Sirepre system. “We believe that it is not possible to give transparency and credibility to the population if the photographs of the minutes are not published,” he said.

In that sense, he pointed out that the TSE has been asked to be considered this decision so that the images can be counted online, on the official website.

As part of the activities, the TED also made training the electoral jurors. The activity had a massive participation in the Gilberto Pareja Coliseum.

For its part, the Pro Santa Cruz Committee demanded transparency in Sirepre management. Through a public pronouncement and a few hours from the drill, he asked the TSE to provide detailed information on the development of the rapid counting system, its technical and software components, logistics and control mechanism for choice day.

“We demand that the TSE respond accurately and before the country’s eyes to crucial questions aimed at dissipating citizenship doubts about the suitability of Sirepre, the seriousness of the simulation and cleaning of the next election,” the statement said.

Among the consultations are if the Internal Audit Unit of the TSE participated in some stage of the process, either in the development, validation or review of the system.

In relation to the drill, he requested information on those responsible for its execution, if access to the database has mechanisms such as cross keys, if any additional software not declared publicly will be used, and what were the technical requirements required for the mobile devices used.

In addition, transparency is required in aspects related to storage and discharge of data for the day of the election.
