The Regional Court of Rio de Janeiro (TRE-RJ) published this Tuesday (1st), together with the government of the State of Rio, rules on how the Military and Civil police should act in municipal elections. The first round will take place next Sunday (6) and, in the case of a second round, it will be on October 27th. 
According to the document, Military Police patrolling will not be able to impede free movement of voters, just as the Federal Highway Police (PRF) will not be able to carry out administrative blitz or seize vehicles, as determined by the Superior Electoral Court (TSE) and the Ministry of Justice.
Blocking of streets and state and intermunicipal highways is prohibited for purely administrative purposes or to determine non-compliance with vehicle obligations on the days of the first and second rounds, in accordance with the rules established by the Electoral Court and the government of Rio.
Vehicles and drivers may be stopped in the event of a traffic violation, which puts people at risk when carrying out the operation.
With the exception of cases of blatant disregard for traffic safety rules or the commission of a crime, blocking of streets and state and intermunicipal highways must be communicated to the TRE-RJ presidency in a timely manner, along with the justification for choosing the location and the purpose of the blockade, as well as indicating routes for people to move around.
