Public investment will not grow in 2023, among other things, due to the entry of new district, provincial and regional authorities, as planned by the Central Reserve Bank. Metropolitan Lima (MML), whose budget would exceed S / 1,250 million, would not be the exception and the great challenge for the mayor who takes office from January 1 of next year would be focused on transportation.
What do the figures say regarding disbursements in works in the capital to date? As of October 1 of this year, the progress in the execution of investment projects is 62.7%, according to figures from the portal of the Ministry of Economy and Finance (MEF). However, on the subject of transportation, the result is below that percentage and reaches only 59.3% (the total allocated for the year is S/457,844,469) less than three months before the end of 2022.
The expert on municipal issues, Julio César Castiglioni, stressed that the first thing that anyone who assumes the position should do is not focus on supervising or investigating the previous management because the Comptroller’s Office should be in charge of that.
What should be focused on, he considered, is works that allow integration between the districts, that help to advance in road matters. “What would Lima be without the trench (Vía Expresa)? That is what you have to look for, the integration between districts”, he added.
To achieve this, he explained, article 162 of the Organic Law of Municipalities must be applied, which speaks of the Metropolitan Assembly of Lima, the coordinating body of the Metropolitan Municipality “that allows working with the districts in works that can be connected”.
For Castiglioni, it will be important to put into practice the 2040 Metropolitan Plan, which proposes urban planning for the capital with a long-term vision.
In this regard, the manager of Urban Mobility of the MML specified that with this plan there is already a clear horizon in terms of works, infrastructure and traffic management.
“There is a weekly multidisciplinary work table focused on effective and efficient traffic management hand in hand with the PNP, MTC and ATU,” he indicated.

The president of Luz Ámbar, Luis Quispe, pointed out that there is a pending task in the implementation of traffic lights, speed control cameras and in the improvement of road infrastructure.
“There are many collective cars due to the poor transportation system in Lima, because it is not integrated,” he said.
An important point, he specified, is the implementation of bike lanes. Currently, there are works related to these roads that are pending, and although the investment does not even reach S / 100,000, they do not register any progress.
