The transition team of the elected government warned this Tuesday (22) about the lack of budget for civil defense and emergency works against floods, which usually occur at the beginning of the year. The Regional Development thematic group, under the command of Senator Randolfe Rodrigues (Rede-AP), met with the minister of the area, Daniel Ferreira, to seek information on the portfolio’s performance scenario.
“The first scenario we found inspires a lot of care, due to the budgetary situation that we currently have. In January, the Union will not have any investment capacity in the area of regional development”, highlighted Rodrigues.
According to the senator, the main concern is in the area of water emergencies, especially with the probability of summer floods that tend to occur in different parts of the country at the beginning of the year.
“To activate the Civil Defense in January, we don’t have any budget allocation. To say that there is no budget allocation for civil defense and slope containment, it is R$ 2 million, insufficient for a flood in a city in the interior of the country” , detailed.
According to Randolfe Rodrigues, the portfolio’s resources were fragmented in the so-called rapporteur’s amendments, or secret budget, disrupting the actions of the Regional Development area. The parliamentarian informed that it will be necessary to urgently dialogue with the National Congress to modify the reallocation of these resources. He guaranteed that extra spending will not be needed, but a redistribution of budget appropriation.
“We need to dialogue with Parliament, and with the budget rapporteur, for now. In principle, it may not even be necessary to have a margin in the Transition PEC. We have money. The money is displaced, it is not allocated in what is a discretionary function and central functions of the Union, in constitutional funds, in water works, revitalization works, in housing policy. We need to make budget reallocations in these areas”, he explained.
