The rapporteur for the General Budget of the Union, senator Marcelo Castro (MDB-PI), said this Monday (5) that senator Alexandre Silveira (PSD-MG) will be the rapporteur for the so-called Proposed Amendment to the Constitution (PEC) of the Transition in the Constitution and Justice Committee (CCJ) of the Senate. With the tight deadline to appreciate the text, in the two Houses of Congress, until next week, the proposal excludes from the spending ceiling R$ 175 billion for payment of Bolsa Família in the amount of R$ 600, from January 2023 The PEC also removes another R$ 23 billion from the ceiling to be invested in investments, when there is excess revenue.
The senators’ intention is to discuss the PEC at the CCJ this Tuesday (6) and vote on the matter in the collegiate on Wednesday (7) and in the afternoon in the Senate plenary. The following week, the expectation is that the Chamber of Deputies will consider the proposal.
Initially, the transition team defended that the exclusion of the spending ceiling values should be valid for four years, but, according to Marcelo Castro, the proposal was not well received and should be modified by a substitute that proposes a two-year term.
“Today will be a day of articulations, negotiations, of talking to the senators, of counting the votes so that tomorrow we can approve, if possible, the Justice Commission [do Senado]”, explained Castro. The senator recalled that, to be approved, the text needs at least 49 favorable votes from senators and 308 from deputies in two rounds of voting in each of the Houses.
The meeting took place in the morning at the official residence of the mayor Arthur Lira (PP-AL) and was also attended by the president of the Senate, Rodrigo Pacheco (PSD-MG). In addition to them, senators Davi Alcolumbre (União-AP) and Alexandre Silveira (PSD-MG) and deputies Hugo Leal (PSD-RJ) and Celso Sabino (União-PA), president of the Joint Budget Commission (CMO) and quoted to be the rapporteur of the PEC in the Chamber.
