With signatures needed to be processed in Congress, the Transition PEC continues to be negotiated between parliamentarians, to be approved “as soon as possible”. This is what the author of the proposal and rapporteur for the 2023 budget, Senator Marcelo Castro (MDB) informed. This Tuesday (29), the transitional government reached more than 27 signatures, the number required for the processing of the Proposed Amendment to the Constitution.
The text of PEC 32 proposes that the government of the president-elect, Lula, keep the payment of the future Bolsa Família at R$ 600 and another R$ 150 for each family with a child up to six years old. This is one of the reasons why supporters of the transitional government defend the approval of the measure, like Senator Marcelo Castro.
Marcelo Castro argues that the value of the PEC and the duration of the changes can be discussed. However, the need for approval “is an issue that has been overcome”, according to him. Castro also recognized that the original text is unlikely to remain until the end of the procedure.
In addition to the R$ 175 billion, the text also provides for a limit of R$ 23 billion in public investments, in case there is excess revenue. Recalling that, to be approved, a Proposal for an Amendment to the Constitution must pass in two rounds, in the Senate and in the Chamber of Deputies, and must be approved by three-fifths of the total number of parliamentarians in each house.
Marcelo Castro defended the approval of the PEC of the transition until December 10th. That’s because on the 16th, he should present the final report on the 2023 Budget. This budget needs to be voted on before the end of the year, as the recess in Congress officially begins on December 23rd.
The Transitional PEC was formalized in the Senate 25 days after the transitional government announced the measure.
