The Vice Minister for Community Organization and Participation, César Carrero, was a special guest in the program “Café en la Mañana”, broadcast by Venezolana de Televisión (VTV), where he pointed out that “The transformation of the laws of Popular Power is born from the observations made by the organized communities”.
He explained that the reform of the articles of the Community Councils Law was carried out at the request of the President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, on the tenth anniversary of the Golpe de Timón, on October 20, 2022, when he asked to the National Assembly (AN), that a great debate be held throughout the territory, to transform the laws of Popular Power.
“The Communal Councils Law is the second to be reformed from that presidential mandate. We are talking about 56 articles, and the most important one that was reviewed was the extension of the time of the elected spokespersons for the communal councils, which went from two years to three years. Another considerable element is the change in the name of what was known as the community coordination collective, which will now be called the communal government collective, ”he explained.
The vice minister commented that another fundamental reform has to do with the simplification of procedures and automation of the registration process of communal councils.

He also added that the Law contemplates 10 days to respond to the registration request of a communal council, and then ten more days for the Ministry of Communes to complete the registration process.
“The Culture Committee, which was together with the Education Committee, is separated as an important step in the reform of the articles,” said Carrero.
All this debate, which took place with the People’s Power in more than 2,000 assemblies, took place in the midst of a process of renewal of spokespersons at the national level.

Finally, the vice minister indicated that to date 584 projects have been approved through the Federal Government Council, but “President Maduró urged us that we should apply for a minimum of 2,000 projects for this year 2023.”

On the other hand, Jesús García, a member of the Altos de Lídice Commune, made up of eight communal councils, said that “the seven strategic lines of action in our communal councils are consistent with the tasks we carry out in our territory.”

Finally, García pointed out that “The highest priority that must be promoted in the communes is what refers to the economic aspect, in the production of food for our inhabitants, as well as fighting from within and collectively, this war that imperialism has imposed on us.
