The state of Guanajuato is an industrial center, home to automobile assembly plants and numerous tourist attractions, where several organized crime groups compete for control of drug trafficking and fuel theft, according to analysts. Earlier this year, Claudia Sheinbaum’s Mexican government claimed that the country’s homicide rate would reach its lowest level in a decade by 2025.
