Now the Democratic Center warned that The proposal contains another pearl that would authorize the norms for the collective submission of criminal organizations such as the ‘Clan del Golfo’ or the FARC dissidents, to be issued by decree, without the need for a new law to be processed in Congress.

The Senator Ariel Avila admitted that the total peace project contemplates the possibility that the president can issue normative decrees when some contacts with criminal organizations are already being advanced to set some rules of negotiation.
“Particularly the processes of submission to justice are going to begin the approaches and Law 418 provides the general framework, That is why the president is given the capacity that when the process is advanced, a decree can be issued that regulates the subject of submission to justice, but the negotiations have not even begun and we do not know how they will end”, he indicated.
