Legislators, as well as officials sworn in on August 16, are expected to exhaust this procedure established in the legislation today.
Today is the deadline for legislators sworn in on August 16 to submit their sworn asset declaration to the Chamber of Accounts (CCRD) in a timely manner.
According to the accounting carried out by the constitutional body for external control of public resources, as of September 11, out of 190 deputies only 20 had notified for review, prior to their filing, as well as four of the 32 senators. Likewise, it is noted that of the total number of legislators, 222 (adding both chambers) had registered on the digital platform, with 111 interactions for the corresponding purposes.
It is recalled that last week, several congressmen complained about the complications in completing the process due to the amount of information required. In its article 5, Law 311-14 Regarding the Declaration of Assets, it states: “Public officials required to declare must submit, within thirty (30) days following their taking office, the sworn declaration of the assets that constitute their assets.”
The process consists of activating a registration through the digital platform of the Chamber of Accounts, where each official must fill out the form and attach all the documentation and then, once validated by the analysts, present it physically.
In 2021, The Constitutional Court issued the ruling TC/0405/21through which it establishes that, “the achievement of the indicated objective of the Law 311-14 It is not exhausted with the mere presentation of the sworn declaration of the officials and public servants within the established deadlines and form, but rather, the information collected must be subject to verifications, checks and investigations by the competent authorities, with a view not only to detecting inconsistencies, irregularities, omissions and conflicts of interest that are a source of illicit enrichment, but also to preventing the commission of an infraction.”
