He Government has summoned its allies to participate in extraordinary sessions of Congress, with the main objective of suppressing the Open, Simultaneous and Mandatory Primaries (PASO). This measure has generated an intense debate both within the ruling party and the opposition, and is presented as one of President Javier Milei’s priorities for the 2025 electoral year.
The call to extraordinary sessions by the Governmentwhich will run from January 20 to February 21, seeks to advance a series of key projects that have encountered resistance in Congress. Among these projects, the elimination of PASO stands out as the most controversial and priority for the Government.
The organization of the PASO represents a significant expense for the State, estimated at more than 150 million dollars, which has led the ruling party to consider its elimination as a fiscal saving measure. The Chief of Staff, Guillermo Francos, has been one of the main people in charge of negotiating with the opposition and allied blocs to advance consensus on the agenda of the extraordinary sessions.
In the offices of the Ministry of the Interior, Francos and Lisandro Catalán have coordinated the call to the deputies of the PRO, the Evolution of the UCR, the MID and the Federal Meeting, among others. The limited time for action, given that Congress will resume its activity on January 20, means that there will be few meetings to try to establish the fundamental axes for future parliamentary discussion.
The ruling party faces the challenge of negotiating the terms of the elimination of the PASO with blocks such as the PRO and sectors of Unión por la Patria, which would not frown upon suspending the primaries instead of definitively suppressing them.
In the party founded by Mauricio Macri, there are projects that support the elimination of PASO, such as a text by Silvana Giudici, but there are also intermediate positions. One week before the start of the extraordinary sessions, the blocks are divided and the idea of suspending these elections prevails.
Negotiation
To bring positions closer, the previous talks that will take place in the Hall of Shields of the Ministry of the Interior will be essential. The ruling party’s negotiators start with a limitation: internally, Milei has been drastic in his position of eliminating PASO forever. In the Union for the Homeland bloc there is also no uniformity of opinion regarding the issue.
This group is not expected to be part of the round of meetings at Casa Rosada, but its representatives have expressed their displeasure at the non-inclusion of the Budget in the extraordinary agenda. He Government It also seeks to approve the Clean File project, which they surprisingly did not support last November, snubbing the PRO and fueling the hypothesis of an agreement to allow Cristina Kirchner’s candidacy.
