The President of the Nation, Alberto Fernández, after his judicial dispute with the Governor of the Autonomous City of Buenos Aires (CABA), Horacio Rodríguez Larreta, who received a favorable ruling on the issue of co-participation, intends to impeach the head of the Supreme Court of Justice, Horacio Daniel Rosatti, for said ruling, but for this first the Government You must call special sessions.
The impeachment trial against Rosatti, in the first instance, should be carried out by the Government to the National Congress, which is why the President Fernandez In order to expedite the process of accepting the trial, it intends to call extraordinary sessions. The call to the non-ordinary meeting of legislators will be made before the weekend.
Until now, the head of Government he obtained the support of 11 provincial governors in his attack against the magistrates of the Supreme Court. These officials aligned themselves with Fernández for the rejection of the increase perceived by CABA in the co-participation, because this action harms the resources that Nation it allocates to their districts and also strengthens their positions against the opposition that rules in CABA.
The political trial against Rosatti is not the only front that the ruling party will address in the extraordinary sessions that will be requested, economic issues will also be discussed, such as the implementation of three new categories of monotributo that make up the payment of tech tax and the modification of the Budget Law to be able to pay CABA what was requested by the Supreme Court.
Co-participation problem
The City of Buenos Aires, like the 23 provinces of our country, receives a co-participation percentage from the National Government, which allocates its economic resources to these districts. During the government of former President Mauricio Macri, the co-participating percentage for CABA increased, amounting to 3.5%. Subsequently, already in Fernández’s term, this percentage value was reduced to less than half, for which the City’s head of government sent two cases against the Nation for the aforementioned reduction.
Only in December 2022, with the intervention of the Supreme Court, was it issued to partially restore the percentage that CABA reached with Macri’s management, up to 2.95%. The National Government, after a week, decided to comply with the order to pay the difference stated by the Court, but it would do so with TX31 bonds. In this context, the president decided to impeach the magistrates.
