The governor of La Paz, Santos Quipe, added his third trial when he was caught Tuesday night with alcoholic beverages in his office and in a drunken state. The authority is accused of improper use of state assets.
The complaint was filed by Israel Alanoca and María Góngora, assembly members of Somos Pueblo, who surprised Quispe in the environments of the departmental administration. In addition, there were nine people in the place, six women and three men, who are allegedly officials.
“In the event that there is an accusation, we will be able to appoint an interim governor, because this man does not measure up as an authority in the department of La Paz. If this man has the minimum of decency and morals, he should resign from his position, ”said Alanoca.
The president of the departmental legislature, Luis Surco, stated that the instance he presides over will join the complaint and will analyze whether or not the Governor will be removed.
“Days ago he said that he is persecuted by a group of MAS, but the people of La Paz saw that it is not like that, he himself makes those mistakes and it is not the first time,” he emphasized.
Héctor Arce, deputy of the MAS, and the departmental assemblyman of the same acronym Luis Ramos asked Quispe to resign from his position.
Complaints against you
In June 2021, Quispe was denounced by Assemblyman Leopoldo Chui, from Jallalla, for having crashed an official vehicle with his driver, when they were allegedly drunk. He is prosecuted for improper use of state property. The Governor denied that he was behind the wheel.
In December, they sued him for appointing a notary who supposedly did not meet the requirements to hold the position. For this reason he is accused of resolutions contrary to the Constitution and laws, illegal appointments and breach of duties.
A third complaint is being filed against him for improper use of state assets, which was filed by an assemblyman from Somos Pueblo, after he was caught on Tuesday in his office with alcoholic beverages.
The fact
At approximately 9:00 p.m., Assemblyman Israel Alanoca received a call from public servants, who denounced that Quispe consumed alcoholic beverages in his offices. At 10:00 p.m. she was present, along with María Góngora, at the Governor’s Office.
In the office they heard laughter and cumbia and chicha music. After that, the legislators proceeded to call the police. When the uniformed men arrived, Quispe locked the door of his office to prevent them from entering. When they managed to get in, they saw the Governor along with nine people, who hid in the bathroom.
Alanoca explained that 60 cans of beer were found. After three hours, the uniformed officers took the authority, who was drunk, to the cells of the Special Force to Fight Crime (Felcc).
Santos Quispe’s defense alleges that he was sober. However, videos broadcast on networks show the opposite.
Until the closing of the edition of this note, the Governor remained in cells of the Felcc. It is expected that his precautionary hearing will take place today, after being charged.
The normative
The Public Official Law establishes that a public servant is any person, regardless of hierarchy, who provides service in State entities. Their conduct, according to that rule, must “be inspired by ethical principles and values of integrity, impartiality, probity, transparency, responsibility and efficiency.”
“Public servants are subject to the following prohibitions: (…) use real estate, furniture or public resources for political, private or any other purposes that are not compatible with the specific official activity. Carry out or incite actions that affect, damage or cause deterioration to the real estate, furniture or materials of the Administration”, reads article 9.
According to the lawyer Roy Ferreira, his client, Santos Quispe, was not drunk when he was surprised in his office, for which an illegal act was committed by apprehending him. “He is more sober than all of us,” said the lawyer before the press.
