As of March 1, 2022, the authorities of the National Immigration Service will require travelers of Cuban nationality a Visa for Passengers and Crew in Transit within the migratory category of Non-Resident.
According to the National Immigration Service, this requirement, which will be requested from foreigners of Cuban nationality traveling in transit through the Republic of Panama to another destination or back to their country, is not an entry permit to Panamanian territory, since it only allows the migrant to remain in the international transit area, so that he can continue his journey.
The Visa for Passengers and Crew in Transit must be requested personally by the interested party before the Panamanian consulate of the country in which they are located.
