The Office of the Special Prosecutor for Crimes of Corruption of Officials of Arequipa requested preventive detention for 36 months for the regional governor of Arequipa, Elmer Cáceres Llica, and other investigated, regional advisers, officials, workers and leaders.
The request was entered shortly before 9:00 at night, upon expiration of the 10 days of preliminary detention. After that, the detainees were transferred to the jailer of the Superior Court of Justice of Arequipa, where they will wait for the date to be set for the hearing that will define the preventive detention.
All of them are prosecuted for being part of a criminal network called ‘Los Hijos del Cóndor’. According to the Prosecutor’s Office, this organization, led by Elmer Cáceres, through bribes, whether for jobs or delivery of land, would have secured the favor of the regional councilors to avoid the control of their public function.
The departure of Cáceres
Hours before the Prosecutor’s Office entered the prison request, the defense of the regional governor of Arequipa presented a protection of rights, in which he asks that the work carried out by the special agent “Samanta Miranda Tijero” be excluded as evidence.
The request was entered by his new defense attorney, Aldo Ramos. The lawyer asks the court not to take into account the work that the undercover agent did, pointing out that this person would have instigated the governor to commit a crime. Supposedly, without instigation, no crime would have been committed.
Sources of the Judicial Power indicated that said resource would be evaluated by the judge before the hearing of preventive prison that must be programmed between Tuesday or Wednesday.
Audience
Meanwhile, appeals to the preliminary detention are still being processed. The Second Criminal Appeals Chamber confirmed the measure for the former regional official and chairman of the Sedapar board, Javier Rospigliosi Vega.
Rospigliosi is accused of being part of a criminal organization and, in his case, committing bribery as an accomplice.
According to the Prosecutor’s Office, he would have obtained land from the regional government, in addition to being elected as a member of the Sedapar board of directors to employ close associates of the councilors.
The case of counselor Jeimi Flores Quicaña was also seen. He acknowledged that he voted against the interpellation of Marcelo Córdova, former manager of Autodema, because the decision to remove him from office is made by Governor Cáceres. “I am the mother of a 9-year-old who depends on me. Where would I have to escape? ”, He said.
Process
Appeal. The Second Criminal Appeals Chamber, chaired by Judge Carmen Lajo Lazo, confirmed the preliminary arrest of Elmer Cáceres as necessary to secure the evidence in the investigation carried out by the Prosecutor’s Office.
Justice. During his transfer to the judicial headquarters, Elmer Cáceres told the press that he trusted the magistrates who will see his case and hoped that justice would be done.
