It should be noted that the ordinary period of sessions of Congress ends on December 15, so that the deputies would have between one and two days to put it to a vote. If they do not do so, they could call a special session or wait for the next ordinary one that begins in February.
The modifications that were made to the Executive’s proposal have to do with shielding the existence of small political forces, since it included a reduction in the requirements to maintain the registry, the transfer of votes between the groups that postulate a common candidacy and that can keep the surpluses of public financing, in order to use them in the following fiscal year.
López Hernández recalled that article 15 of the General Law of Electoral Institutions and Procedure, section 4a, establishes that in order to keep the registry, a political party must have at least 3 percent of the total vote cast.
To this was added a paragraph so that they can retain membership if in 17 local elections they were able to maintain registration. This is an unconstitutional text. There is even a ruling from the Supreme Court of Justice of the Nation in this regard, the official emphasized.
After pointing out that on Thursday the deputies recognized their error and asked the Senate to make modifications to the minutes, the Secretary of the Interior explained that the other point that was included is that the political forces can dispose of their surpluses of public financing for the following fiscal year. .
