What is really striking is the long waiting time for said purchase to be awarded, since the bidding process for this acquisition began five months ago (on July 8) with the planning and the call was published almost three months ago ( on September 30), however, until today the acquisition of these medicines has not been finalized, it can represent the difference between life or death for the thousands of patients treated at the IPS.

This delay occurs after the National Directorate of Public Contracts (DNCP) ordered on December 22 the reformulation of the Bidding Terms and Conditions (PBC) of the call, after four companies (Quimfa SA, Scavone Hermanos SA, Euroquimica SA and Prosalud Farma SA) They will protest alleged irregularities found among the required experience requirements, technical specifications, and the documents required to present themselves as bidders.

The DNCP ordered the reformulation of the Tender Documents and Conditions after giving rise to the protests made by potential bidders.

“It is nonsense that the convener requests said authorizations, even in the case that the product offered is one of national origin, since it is difficult for a product manufactured in Paraguay, to be marketed in Paraguay, to have said authorizations from foreign countries. ”, says a part of the protest presented by the companies referring to the registration or certificate of the product offered issued by a High Surveillance Regulatory Health Authority.

Bids for the call for the acquisition of IPS glasses were opened almost two months ago and have not yet been awarded.

It has been more than a month since the opening of bids for the tender that provides for the purchase of 17 types of glasses for IPS policyholdershowever, until now it has not been awarded.

On November 7, the bid envelopes for the call for bids that provides for the “acquisition of glasses for IPS policyholders” were opened, however, despite the fact that practically two months have passed, said bid has still not been awarded.

This is another of the calls that directly affect the pension insured, who after consulting with the institution’s ophthalmologists go to look for their glasses in pharmacies where they are informed that they are currently not having said lenses, according to claims made to our writing.

For this tender, the IPS expects to sign an open contract with the supplier that is awarded for a maximum amount of G. 780 million and 17 different types of glasses are includedall of them with different graduations and with frames that can be made of acetate or metal, in addition to including the corresponding case, as indicated in the Bidding Terms and Conditions of the call.
