Public works in the freezer

A similar situation is repeated in the Arequipa Penitentiary Complexwhich since 2018 remains abandoned by the project to expand the capacity for shelter and the construction of complementary areas. The work, awarded to the Misti Penitentiary Consortium-conformed by Pizzarotti & C. and CMO Group-, had an investment of S/ 191 million and was destined to benefit 2,465 inmates. The work was unfinished due to controversies.

The Rehabilitation and expansion of the Pucallpa Penitentiary Centerwork awarded in 2019 to the Ucayali Executing Consortium – integrated by the companies Desial and Weihai Construction Group Company Limited— was stagnant for discrepancies. S/126 million were allocated for the premises to argue to 2,808 inmates.

Meanwhile, the project for improvement and expansion of the Cajamarca prison, whose execution was delivered to the company Athens Engineers for S/3 million, in 2023, is paralyzed by social conflicts. In this penalty it was expected to receive 2,421 inmates.

And regarding Ica Criminalthe Ministry of Justice granted the Buna Pro in 2018 to the Consortium composed of Pizzarotti, CMO Group and Constructora MPM, for S/383 million. With a budget of S/3,168 million, Contractual problems motivated the freezing of works.

While four of the projects began in other governments -and one in his -, the management of Boluarte virtually left public works unfinished.

A project without technical support

The Minister of Justice said that technical studies supported the feasibility of rehabilitating the pediment. However, the former head of the National Penitentiary Institute (INPE), Javier Llaque Moya, who held the position between December 2022 and April 2025, denied it.

“The truth is that Technical reports made by INPE deny the possibility of building that prison. There is a report where it is technically answered that it is not viable. Surely they will do it, but under what characteristics? That is the big issue, ”said Llaque.

“It is said that the Fronton prison will build with the Fast-Track modality (fast route). That is, without a technical file. Hopefully they are successful. That has never happened in the history of our country. A penalty has never been built in the Fast-Track modality. The demands demanded to apply the model are not easy to meet. I am worried because I know the state, because I know the institution, I know the institution.

Even the projection of an investment of S/500 million to build a penalty in the pediment with a shelter capacity of 2,000 individuals, was questioned by the specialist.
