The Asociation Grouped Tenants presented this Monday in the Buenos Aires Legislature a bill so that the houses of the City of Buenos Aires that remain empty for more than 90 consecutive days enter “mandatory” a protected rental systemin an initiative that aims to provide a solution to the lack of real estate available for rent.
“We have decided to present a project that solves the housing supply problem in the City in 90 days“, said Gervasio Muñoz, from Inquilinos Agrupados, adding that “when the market suggests that demand exceeds supply, nothing is said about the 340,000 empty homes, this being the fundamental cause along with tourist rentals”.
It is that, according to a study prepared by the Empty Housing Study Group, almost one in 10 dwellings in the City of Buenos Aires remains unoccupied and most of them are in neighborhoods such as Puerto Madero, Palermo and Recoleta.

The initiative establishes that “every empty house for more than 90 days enters the Protected Rental System“, which will be managed by the City Housing Institute, which must set a rental price equivalent to 1% of the tax value of the property.
It also defines idle housing as “one that registers electrical service consumption below 50 kWh/month for a period of three months”, as well as those that “have not registered their rental contract”, as determined by current regulations.
“There is no doubt that the real estate market builds homes to leave empty and the social and housing consequences are very serious“, they warned from Inquilinos Agrupados.
And they mentioned “the increase in land value, increasingly restrictive conditions to obtain housing, and rents that mean more than half of our income.”
“Every modern city regulates empty housing and it’s time for it to happen here too,” they stressed.
