A bill that is currently in the Chamber of Deputies aims to designate the “Ensanche Kennedy” sector with the name “Eligió Blanco Peña (El Pay)” as well as change the names of 16 of its streets and pedestrian bridges.
The bill was deposited in the legislative body on November 2 by the pro-government deputy Jesús Ogando and sent for study to the Permanent Commission on Municipal Affairs on December 9, 2022.
One of the reasons for presenting the piece is to recognize and promote those men and women who transcend society, instill authentic values and serve as an example to strengthen present and future generations.
If the National Congress approves the legislation, the sector included within the triangle formed between Máximo Gómez, San Martin and Jhon F. Kennedy avenues (Ensanche Kennedy) would be renamed “Ensanche El Pay (Eligio Blanco Peña)”, which is a citizen who resided in that sector for more than 40 years.
The bill, which has the support of more than 20 legislators from different political parties, explains that without the contributions of “El Pay”, the aforementioned demarcation would not be what it is today. Given this and after highlighting what he means for the peasant struggle in the Dominican Republic, he affirms that his name should appear in gold letters.
The Mayor’s Office of the National District will be responsible for placing plaques in strategic places in each of the streets and pedestrian streets of the sector with the names and a brief biography of the assigned characters.
For the execution of the legislative regulations, the funds will come from the resources assigned to the Mayor’s Office in the General State Budget Law.

Héctor Ogando was a deputy and is the father of Jesús Ogando, proponent of the initiative. When he arrived in the sector (where he still resides), in January 1979, he was a representative, and together with Adolfo Rodríguez he was part of the largest neighborhood association in the community for more than 10 years, where he made contributions.
The initiative, which will enter into force as of its promulgation and publication, seeks to designate the street that today bears the name of “Calle Primera” with the name “Miguel Aladino Abreu Collazo”; “Fernando González Tirado (Fernandito)” to “Calle Segunda”; “Doña Célida (Ana Rosa Paulino)” on “Juan José Duarte” street; and “Doña Sosota (Andrea Carmona)” to “Calle Segunda” that enters from the street that will be called “Doña Gélida” and that has no vehicular exit.
Also, the name “Señor Pueblo (José Payans)” is designated as “Calle Respaldo Cuarta”; “Professor Doña (Freddy, Fredesvinda Solano)” the “Calle Respaldo San Martin”; “Don Elio Meló” the street “Respaldo Ramón Cáceres”; “Dominican Kid (Luis Santos)” Fourth Street; and “Don Cheo (José Dolores Pichardo)” the street that enters from the street that would be called “Señor Pueblo (José Payans)” and that has no vehicular exit towards Av. JF Kennedy.
Congress and city councils can name demarcations and streets
Jesús Ogando, when pointing out that both Congress and the municipalities have the power to assign names to sectors and streets, said that the difference between the two lies in the fact that the bicameral body can establish names by law, but not the councils.
In this sense, he explained that when a demarcation or street has the name by law, only Congress can modify it, since “only a law can modify another law.”

In addition, the name “Pedestrian Doña Chepa (Ana María Gómez López)” is designated as the pedestrian entering from the street will be called “Pedro -Héctor- Ogando” up to Calle Juan José Duarte; and “Pedestrian Hermanos Rodríguez (Samuel and Williams)” the pedestrian that enters from the street that will be called “Pedro -Héctor- Ogando” and that has no exit towards Juan José Duarte street.
