They see an “invading exodus” of Haitians to the DR

Santo Domingo.-The Duartian Institute demanded this Saturday the intervention of the international community to stabilize Haiticonsidering that the Haitians went from a migration phenomenon to an invading exodus and occupation in the Dominican Republic, with the growing loss of social and territorial cohesion.

At the conclusion of the DR Patriotic March, which was attended by thousands of people, the president of the Duartian Institute, Wilson Gómez Ramírez, suggested during the reading of the so-called Patriotic Manifesto, “greater speed, transparency and effectiveness in the construction of the technological physical wall or fence on the border”.

He advocated the application of 80% of Dominican labor in the economic activities of the country, in accordance with the provisions of the Labor Code and promptly promote structural reforms and the modernization of the nation’s productive apparatus.

He demanded rigorous and fair compliance with migratory regulations, the sustained repatriation of Haitian foreigners in an illegal or irregular migratory situation, who remain in that condition even after Dominicans have paid for the so-called Plan for the Regularization of Foreigners, which is extremely fragile or openly illegal, onerous, which “may well be described as a great failure”.

He demanded that “measures and provisions must be adopted so that, in accordance with the reality set forth above, the Armed Forces are taken in a number as sufficient as the current circumstances demand, to border control to prevent the return of returnees and new illegal incursions. , at the cost and with the rigor that the case requires, until the construction work on the wall is completed and effective technological mechanisms are put into practice that guarantee supervision.”

He proposed that the Ministry of Education comply with article 63, numeral 13, of the Constitution of the Republic, which mandates “in order to train citizens aware of their rights and duties, in all public and private educational institutions, they will be instruction in social and civic education, the teaching of the Constitution, fundamental rights and guarantees, national values ​​and the principles of peaceful coexistence are mandatory.

It summoned the “National Congress, in compliance with article 10, numeral 2, of the supreme norm and complies with the reservation of law that establishes that the regime for the acquisition and transfer of real estate property in the border area will be subject to specific legal requirements that privilege the property of Dominicans and the national interest and that the public powers repopulate the border and turn it into a development zone of high national priority”.

“The adoption of a highly restrictive policy in relation to the Dominican consulates in Haiti and the issuance of visas by them during a declared time of emergency,” he suggested.
