President Pedro Castillo’s sister-in-law, Yenifer Paredes, and businessman Hugo Espino have once again been linked to another public work in the Cajamarcan province of Chota, this time in the town of Lanchepampa, in the district of Tacabamba, where the head of Condition.
The sanitation project valued at 4 million soles received financing from the Ministry of Housing during the management of Geiner Alvarado López, investigated for his alleged relationship in the case of fraud in public works tenders.
According to an investigation by the Sunday newspaper “Punto final”, from Latina, Yenifer Paredes and Hugo Espino would have used the stamps that the Special Team found in the house of the president’s sister-in-law, in Chota, on August 10.
Among the stamps found, there were three from Lanchepampa authorities, it is precisely presumed that they were used to carry out the sanitation project.
The seals appear in a “socialization” act to execute the project of 4 million soles.
The document records a meeting between authorities of the municipality of Anguía and the municipal agent, the lieutenant governor and the president of the peasant patrols of Lanchepampa. The meeting would have been held on February 5 of this year and these three seals were recorded with signatures that did not correspond to the authorities recorded in said document.
Segundo Delgado Cabrera, municipal agent of said town in 2021, denied having participated in the meeting, although he did accept that his signature and seal had been used in the minutes obtained by “Punto final”.
“This signature is mine, but the name is not mine, nor is the DNI,” said the local resident. In addition, he explained that the Lanchepampa representatives were changed in December of each year.
Another former representative of the town, Segundo Bustamante Ortiz, who was president of the peasant rounds of the town last year, also denied having interfered in the meeting held that month for the same reasons.
“Already in February there is another committee, in 2022 I have not been president,” he said. However, he revealed that Yenifer Paredes had appeared in his town in 2021.
“Miss Yenifer, as she was doing the project for us, there she tells us: ‘To make it more legible we are going to make a copy of your seal.’ The engineer was Espino… I don’t remember his name, but Espino was the engineer. He has worked in Anguía, I think. He was the one who was going to take out our project, which, as far as he informed us, was already approved, ”he assured.
The modus operandi of collecting the stamps was confirmed by both Delgado and Bustamante. The latter recalled that the head of state’s sister-in-law recommended that they make a copy of the stamps because they looked blurry.
“In that project, the stamp was kind of blurry and, since Miss Yenifer (Paredes) was doing the project, she told us: ‘To make it more legible, we’re going to make a copy of your stamps.’ And she no longer gave us the stamps, she just gave us old stamps, “she said.
These same ones were used months later in the act of socialization of the project, but they did not correspond to either of the two former representatives of Lanchepampa. This plan was also alluded to by Hugo Espino when he accepted the sincere confession.
