Ortega Salinas released a series of videos in which he presents his arguments in favor of the “Yes” to the repeal of 135 articles of the LUC.
In one of them, he asserts that the Law of Urgent Consideration “violates article 168 of the Constitution of the Republic.”
It indicates that numeral 7, literal a, of article 168 of the Magna Carta provides that the “Executive Power may not send to the General Assembly more than one bill with a declaration of urgent consideration simultaneously.”
Ortega Salinas said that the government “in order to circumvent the will of the constituent, presented a package of laws, on 40 different topics, half a thousand articles, and topics that have nothing to do with each other, such as: security, education, rents and fuels”.
“The institutionality is falsified, mocked, and a dangerous path of abuse of power is entered. We do not want to repeal the entire LUC, we only want to remove 135 articles that are the most dangerous and harmful”, the writer and speaker clarified.
The LUC favors money laundering
In another of the videos, Salinas assures that the LUC makes the whole task easier for those who want to “launder money from drug trafficking or human trafficking.”
“A drug trafficker can send $120,000 to an accomplice, without it being necessary to denounce that operation and add it to the registry of suspicious operations so that it can be investigated,” he says.
He denounced that it also solves things a lot for some political leaders who “took advantage of the National Institute of Colonization (INC) to usufruct land, but they do not live there, they do not work directly and they pay coins to some employees.”
“The LUC directly favors Senator Guido Manini Ríos and the Minister of Housing, Irene Moreira, who have INC lands, as does the mayor of Maldonado, Enrique Antía; and the secretary of the Presidency, Álvaro Delgado”, he questioned.
Crime and the Police
Regarding the articles referring to crimes and the Police, Ortega Salinas indicates that the organization “InSight Crime” measures the evolution of crimes in different countries of the world and almost without exceptions, since the pandemic began, “all crimes have decreased abruptly”.
As normality returned, crimes are rising again and in Uruguay we are having more than one death per day. “It is not true that with the LUC homicides and robberies were reduced.”
“When the Broad Front governed, the average number of doubtful deaths was 80, while now that figure has risen to 150 cases. Homicides have not decreased. In mid-March, a lifeless man was found in his home, the day before that man had been attacked by another man with a stone, but the coroner diagnosed doubtful death, ”he exemplified.
On the other hand, he stated that “it is not true that the LUC benefits the Police, because there is not a single article that benefits honest police officers. What the LUC does is “cover with a cloak of impunity that minority of abusive, arrogant and violent police officers.”
“There is the presumption of legitimacy of police actions. A few days ago a video could be seen where two policemen stop two boys on a motorcycle, the driver refuses to sign the fine and is attacked by the policeman. They were illegally detained. Without the filming there would have been word against word and these two boys, who did not attack the police, would be imprisoned for legitimate police action. We do not want this type of police, ”he sentenced.
Ortega Salinas expressed that “the police are not defended when they reach into their pockets to take away their salary, because today the police do not have the same purchasing power as they did two years ago, because inflation increased.”
“The police are defended by giving them better salaries, better technology and better working conditions. The LUC only promotes the easy trigger. For all these reasons, I am going to do what José Batlle y Ordóñez and Wilson Ferreira Aldunate would undoubtedly have done, for the good of our children and the children of our opponents, I am going to vote ‘Yes,’” he pointed out.
