A bill from Congress seeks to condone the electoral fines product of the omission of the vote in the general elections of 2021 and the regional and municipal elections of 2022. The legislative initiative was proposed by the bench of Fuerza Popular.
According to the proposal, the situation must occur because Peru went through a state of national emergency, which remained in force for these years due to the coronavirus pandemic that hit the world.
In this regard, the organizations that are part of the electoral system are charged with proceeding to make effective the remission of fines of an electoral nature.

Víctor Flores, author of the legislative initiative, argued that absenteeism in the 2022 elections reached a historic 23.2%. “Electoral bodies and the government did not take the right measures in the context of the pandemic,” he points out.

The application of fines for not voting and not serving as a polling station member –that oscillate between 23 and 230 soles– economically affect citizens who are already harmed by the financial crisis, and prevents them from carrying out various procedures, such as obtaining a passport, enrolling in social programs or making contracts, says the author of the legislative initiative.
“The burden to which the citizen is subjected by means of electoral fines, only generates damages to them, who for reasons related to health or also economic could not fulfill their civic duty,” the bill indicates. .
