They propose censure of Waldemar Cerrón as second vice president of Congress

Waldemar Cerrón, vice president of Congress for the third consecutive year, was saved from censure. His condescension towards Raúl Noblecilla, Betssy Chávez’s lawyer, whom he allowed to hurl insults and grievances against congressmen, Parliament and political parties in the Legislative Palace itself, was not – in the opinion of 66 legislators – sufficient reason to remove him from the Board of Directors, which is why they refused to even discuss the multi-party motion, promoted by Renovación Popular, to censure him.

Only 17 congressmen supported the admission of the request for debate. Not even the Fuerza Popular bench voted in favor despite the fact that one of its members Patricia Juárez, hours before, publicly confronted him and described as “unacceptable” his complacency in the face of the belligerent attitude of Noblecilla, who had a cordial relationship with the legislator of the lapicito; They were both “comrades.”

Norma Yarrow, in supporting the motion, described it as a “shame” that a “so-and-so” like Noblecilla—who was not authorized to exercise Chávez’s legal defense, as he was inactive in the registry of the Lima Bar Association—has verbally attacked the congressmen and the institution itself in full view and patience of Cerrón, who ignored the complaints of his colleagues. In addition, he accused the lawyer of having links to illegal mining and of advocating violence.

Flavio Cruz, for his part, criticized the attempt to hold his bench colleague responsible for Noblecilla’s behavior, while Edwin Martínez called the lawyer “poor and sad mediocre.”

A multiparty motion of censure against him, in his capacity as second vice president of the Congress of the Republic, was presented this morning due to his questioned leadership of the session of the Permanent Commission in which the disqualification of the former Castilla president for 10 years was debated and voted.

According to the document, the legislator for Peru Libre “contrary to maintaining a totally impartial position and guaranteeing respect for Parliament” allowed the lawyer Noblecilla to disrespect “the majesty of the institution of the Congress of the Republic by allowing him, irregularly, to participate in the session despite the fact that he was disqualified from the Lima Bar Association.” But also by allowing him to launch a kind of expletives and insults against the legislators and Parliament itself.

The motion is multi-party in nature and is signed, among others, by congressmen Patricia Chirinos, Norma Yarrow, José Cueto, Esdras Medina, Juan Carlos Lizarzaburu, Edward Málaga and Cheryl Trigozo.

Totally out of control, Noblecilla gave a challenging and provocative speech that, instead of focusing on the technical defense of Chávez, became more of a political proclamation.

He began by greeting the “constitutional president Pedro Castillo”, demanded his reinstatement, accused the parliamentarians of exercising a dictatorship, pointed out that political parties have fascist behavior, called the late former president Alberto Fujimori “disgraceful”, stated that he will be a senator “to put order in Congress” and in the face of criticism and complaints from congresswoman Norma Yarrow for her impertinences, he responded: “The lady is an architect, what is she doing here? No bother, that they are going to build houses. They have little left.

Despite this, Waldemar Cerrón remained impassive, even when legislators from different parties complained to him for his inaction.

“It is unacceptable that you have allowed this man to insult us once, twice, three, four, five times. (He said) we are going to withdraw it (the grievance), and he never took it back. I really regret it, I have personal appreciation for him (Congressman Cerrón), but we are going to run a motion of censure at this moment. It is unacceptable. (…) How is it possible that we have to endure insults from a poor person who comes in these conditions? How is it possible that you allow him to insult Congress in this way and the congressmen? Is it unacceptable, what is missing is the decision to defend the jurisdiction of Congress, this cannot be allowed in the interest of preserving due process, it is unacceptable and you indeed deserve censure,” he claimed.

Far from rectifying, Cerrón minimized Noblecilla’s insults. “The defender is speaking with a series of attacks on the Congress of the Republic, he is participating, the moment his participation ends we begin our defense. The gentleman was not allowed to participate, he has been interrupted. Now we have the opportunity to say everything we think and what we feel because we are giving the floor to deny everything he has mentioned. If that is not true it does not have to affect us colleagues; let’s show that this Congress is highly communicative and intelligent,” he justified.

In turn, Norma Yarrow criticized that Noblecilla was allowed to intervene despite not being qualified to practice as a lawyer. “This character comes to the institution to apologize for terrorism, threatens, incites and insults, putting public order at risk. We are not going to allow the country to repeat the history of the coup plotters,” he indicated.
