Through a minute, the councilman of Asunción, Álvaro Grau, requested that the municipality of the capital begin to prioritize the avenues, since they together form the landscape that locals and strangers perceive of the city.
“The face of the ‘Mother of Cities’ cannot be condemned to neglect, to dirt and, in general, to abandonment,” says the mayor in his minutes presented to the board, with the aim of modifying Art. 47 of Ordinance 217-2012.
According to the minutes, the objective is to come up with a proposal that has as a north, the primary and fundamental attention of the city’s avenues. These are understood within the Capital Regulatory Plan, specifically in Art. 360.
“The specific regulations that regulate and generate the conditions of the sidewalks, however, do not take into account some particular considerations in relation to the avenues, which due to the capital importance they have for the city, need to have greater specificity in terms of their construction”, assures Grau.
Part of the minutes states that the substantial objective is to highlight the capital importance of the avenues (in its 3 types, according to the Regulatory Plan) as a whole, both from an aesthetic point of view and that of accessibility for the city. In this sense, the proposal consists of disposing via modification of ordinance 217-2012 “WHICH REGULATES THE CONSTRUCTION AND USE OF INCLUSIVE SIDEWALK”, in the aforementioned articles, so that the Municipality arranges the construction of the paths by itself same, with uniform construction criteria in such a way that all the avenues have harmonic paths with each other, built with urban and inclusive criteria.
The proposal is that Art. 47 of Ordinance 217-2012 be worded as follows:
Art. 47 In the Downtown Areas, according to the typification of the Regulatory Plan Ordinance and in those arteries where the sidewalk has a width less than or equal to two (2) meters, it must be paved in its entirety. The provision of urban equipment or furniture in said sectors must be authorized by the Municipality.
