Authorities of the Ministry of Hydrocarbons, Bolivian Fiscal Oilfields (YPFB) and the National Hydrocarbons Agency (ANH) present the regulations of Supreme Decree 5271 for the import and marketing of fuels.
Adams Hurtado, Vice Minister of Hydrocarbons, indicated that on this day and in accordance with the established deadlines of the aforementioned decree (5271), this Wednesday resolution number 208/2024 in which a methodology is implemented to calculate reference prices to be able to market both diesel and gasoline so that private companies can import, according to the conditions in the market, Hurtado indicated.
He added that the resolution must be applied by the ANH. “With that we comply as a national government in the administrative matter,” he stated.
Hurtado explained that two single import windows have already been implemented in which procedures can be expedited, required by the ANH, Controlled Substances and YPFB. The windows are enabled on the YPFB properties, both in the city of La Paz and in the capital of Santa Cruz.
For his part, Germán Jiménez, executive director of the ANH, stated that in accordance with the compliances that have been generated according to the approval of DS 5271, which gives guidance to the ANH so that it can regulate, he noted that The import and marketing regulations already exist, which gives the green light to private companies. for the purchase of fuel abroad.
“We already have what the regulations are. for the import and marketing of diesel and gasoline and the minimum technical specifications for marketing facilities on quality issues,” he explained.
Regarding the ANH’s calculation methodology, Jiménez indicated that it will be known this Thursday, since the resolutions have already been approved by the institution. “Tomorrow (this Thursday) we will have important data, “which are based on the indexed costs of oil,” added the executive in time to highlight compliance with the deadline (5 days) for the preparation and approval of the import regulations.
Regarding the issue of quality, the products that will be imported will have a different distinction from the products that are marketed within the Bolivian State. “The difference will be so that there is not some type of mixture with the products that are produced in the domestic market. The regulation will come into effect starting tomorrow,” Jiménez concluded.
