Basis of the complaint

In the grounds of the complaint, it is highlighted that, since January 4, the day on which the president Dina Boluarte appointed Alberto Otárola as head of the ministerial cabinet, various groups announced mobilizations in the interior of the country such as in Arequipa, Puno, Cusco, Apurímac, Moquegua, Madre de Dios and Ayacucho

In this regard, they mention that on January 10, the Aymara and Quechua peasant communities of the Puno region, as well as different social organizations, announced protests in the cities of Puno and Juliaca without imagining that the confrontation with the Armed Forces would leave a balance of 17 deceased, including a minor.

In that criticism, they state that with the appointment of Vicente Romero Fernández to the position of Minister of the Interior, on January 14, 2023, there was also evidence of police repression against the protests that reject the Government of Dina Boluarte.
