At first glance, the announcement of adding more vacancies for promotion to the rank of general seems auspicious. But police sources with knowledge of the process indicated that the increase in positions would be for the promotion of the head of the Infrastructure Division of the Administration Directorate of the National Police, PNP Colonel Gustavo Pareja García.
Colonel Pareja is the father-in-law of the head of the Search Division of the General Directorate of Intelligence of the Ministry of the Interior (Digimin), PNP commander Ismael Arroyo Roca. This officer is known as the “eyes and ears” of the Minister of the Interior, Juan Santiváñez.
It is not the only case that is regularly commented on by the National Police officers. However, six days later, on Friday, November 8, the general commander of the PNP, Víctor Zanabria, raised the number of positions for the rank of general from 24 to 26, after the Planning and Education Unit of the Human Resources Directorate of the PNP to immediately report that there was no objection to adding more places in the “Promotion 2025” Promotion process.
However, one of the places was assigned to the 1989 Class, to which 2 had already been assigned. Sources indicated that the added vacancy is for PNP Colonel Gustavo Pareja García, father-in-law of PNP commander Ismael Arroyo Roca, to be promoted. trusted man of Minister Juan Santiváñez.

Rules under suspicion
Colonel Gustavo Pareja, who belongs to the 1989 “Integration” Class, was linked by the Anti-Corruption Prosecutor’s Office in the alleged overpriced acquisition of biosafety and cleaning equipment for police personnel during the health emergency due to the Covid-19 epidemic. But it is not the only noise detected in the promotion process.
After a decade, the candidate colonels applying for the next higher rank this time took their physical fitness exams, which include the disciplines of running, swimming and shooting skills. These evaluations were carried out between November 4 and 5, in accordance with the schedule of the “Promotion 2025” general promotion process.
