In that context, the Comptroller reiterated that “No entity can justify the payment of medications above the regulated price, even in the case of exceptional situations such as guardians or judicial orders.” Likewise, he recalled that medical samples cannot be subject to billing to the health system, nor represent a cost for the treasury.
