Lawyer José Domingo Almada, representing the Associated Fuel Distributors of Paraguay (DICAPAR) and the Chamber of Paraguayan Fuel Distributors (CADIPAC), filed a criminal complaint against the president of Petróleos del Paraguay (Petropar), Denis Lichi.
The document speaks of the commission of the punishable acts of breach of trust, immediate production of public documents with false content and immediate production of public documents with false content.
Within the accusation, the unions express their concern about the commercial relations that Petropar has with the operators of service stations, specifically in what has to do with the “transfer of discretionary margins” in favor of third parties outside the State.

The margin as a distributor is what helps Petropar not only to stay afloat but also, as a state entity, to safeguard its assets, taking into account its character as a company made up of public assets. DICAPAR and CADIPAC accuse the directors of Petropar, either in the person of its president Denis Lichi or directors of departments, of carrying out a practice that would seriously harm the coffers of the state oil company, all with the purpose of expanding its portfolio of service stations nationwide.
In this job at a loss in favor of service station operators, Petropar would be giving up significant economic margins for the benefit of third parties, a fact that prevents it from having all the profits that correspond to it by right.
In the complaint, some measures are also requested, such as a request for reports from the Comptroller General of the Republic, in order to provide the assigned fiscal unit with Petropar’s balance sheets regarding its commercial relations with the operators.
