A flag that unleashed storm.

Colombian citizen Pedro Moreno Moreno filed a criminal complaint against Daniel Quintero. He took her before the Attorney General’s Office, in Bogotá.

The presidential and former mayor of Medellín is accused of war instigation. The reason? He raised the flag of Colombia on Chinería Island, in Santa Rosa, Peruvian territory. The gesture, symbolic and explosive, opened a new tension on the border.

According to the complaint, Quintero would have prompted the war confrontation, putting at risk the national security and international relations of Colombia. An act contrary to article 22 of the Constitution, which enshrines peace as a duty and law.

The charges

In Colombia, the crime of instigation of war is charged, typified in article 459 of Law 599 of 2000. In Peru, Congressman Héctor Valer (Somos Peru) filed another complaint against him for destruction or alteration of border milestones.

The Peruvian parliamentarian has been summoned as a witness in the process in Colombia. “Testimony is received from the Peruvian congressman Dr. Héctor Valer Pinto …”, says the document entered in the Attorney General’s Office.

The episode on the border

On August 12, Quintero arrived by boat to Chinería Island. There, before a small group, he raised the Colombian flag. The act was immediately rejected by Peruvian authorities and triggered the sending of more military and police troops to the border.
