Santo Domingo. – The president Luis Abinader He dismissed this Sunday to Victor Castro as executive director of the National Student Welfare Institute (INABIE) and appointed instead Rafael Adolfo Pérez de Leónaccording to the Decree 461-25.
The measure is produced in the middle of a series of controversies for alleged irregularities in the hiring of school supplies for the 2025-2026 school year that affected the institution.
The now former director Víctor Castro leaves the position after those complaints, whose investigation remains of public interest.
New director of INABIE
Rafael Adolfo Pérez de León assumes the executive direction of INABIE. The decree describes it as a professional linked to the social sector, with experience in community assistance, school food and student services, key tasks for the management of the agency in charge of the Food and Assistance Program for Students.
Other designations of Decree 461-25
The same decree formalized several designations in the cabinet and in public entities:
- Onéximo Antonio González – Appointed Executive Vice President of the Metropolitan Operator of Bus Services (OMSA). Training Engineer, González has been linked to public transport modernization projects and has experience in operational management and urban mobility planning.
- Kenia Xiomara Guante Valdez – Appointed Vice Minister of Innovation, Transparency and Citizen Attention of the Administrative Ministry of the Presidency. Communicator, activist and union leader, glove has a trajectory in project management, institutional strengthening and promotion of citizen participation.
- Dr. Virgilio Cedaño Cedaño – appointed honorary advisor of the Executive Power in the field of health and primary care. Doctor with experience in community and hospital medicine, he is recognized for his work in prevention and primary care and for having occupied management positions in health institutions.
The new authorities must immediately assume the assigned responsibilities and coordinate with the corresponding instances the continuity of the programs and projects under their mandate.
